Evaluation of the arrangements for managing local flood risk

We have recently been appointed by Defra to undertake an independent evaluation of the arrangements for managing local flood risk. Local authorities have been busy responding to the requirements of the Flood & Water Management Act 2010 and our evaluation will inform Defra's post-implementation review of the Act in 2015. The evaluation is being conducted in conjunction with Royal HaskoningDHV and Databuild.

The evaluation will seek to:

  • assess the impact of the changes introduced through the Flood and Water Management Act in relation to the management of local flood risk;
  • evaluate the effectiveness and efficiency of LLFAs as a whole;
  • identify best practice in the way in which LLFAs have delivered their responsibilities and factors which acts as barriers to improved flood risk management; and
  • identify opportunities for simplification and efficiencies in the delivery of statutory responsibilities.
